关于共同促进RCEP加快生效实施的南宁倡议
2020年11月15日,第四次区域全面经济伙伴关系协定领导人会议期间,15个国家正式签署《区域全面经济伙伴关系协定》(以下简称RCEP协定),这是东亚区域经济一体化新的里程碑。作为目前全球体量最大的自贸区,RCEP为全球经济注入了正能量,也为世界经济的快速复苏增添了新动能。
为充分反映RCEP各国工商界的共同期盼,促进RCEP加快生效实施,由RCEP各成员国商协会共同发起《关于共同促进RCEP加快生效实施的南宁倡议》,并达成以下共识:
一、我们支持RCEP各成员国加快完成国内批准程序,促进RCEP协定尽快生效,以有效应对疫情对世界经济造成的严重冲击,促进区域经济的繁荣稳定。
二、我们支持RCEP各成员国积极履行降税安排与开放承诺,提高贸易投资自由化便利化水平,进一步扩大区域内的贸易规模,有效整合RCEP各成员国的优质资源,加强贸易投资往来,携手构建区域产业链供应链价值链。
三、我们建议RCEP各成员国加强贸易投资促进,举办与RCEP相关的贸易投资促进活动,充分利用中国-东盟博览会等平台帮助RCEP成员国企业构建交流合作平台。同时,积极推动中小企业信息与服务平台建设,加强RCEP规则的权威解读、公共宣传和培训,充分利用各成员国各类媒体资源广泛发布RCEP利用指南,促进企业用足用好原产地累积规则等,为企业利用RCEP协定创造更多机会、提供务实服务,使得RCEP协定的优惠条款更快更好惠及域内企业。
四、我们期待RCEP各成员国对标RCEP经贸规则,加快各自的国内改革,在知识产权、竞争政策、政府采购、电子商务等领域,积极营造公平竞争、非歧视的营商环境,为东亚区域经济一体化贡献各自力量。
五、我们呼吁RCEP各成员国加强经济技术领域的合作,更好利用RCEP协定融入全球经济产业体系,共同推动绿色低碳和可持续发展,助力实现联合国2030可持续发展目标。

The Nanning Initiative
on Jointly Facilitating the Early Entry into RCEP
On November 15th, 2020, during the 4th Regional Comprehensive Economic Partnership Leaders’ Summit, 15 countries signed the Regional Comprehensive Economic Partnership Agreement (hereinafter referred to as RCEP). This is a milestone for the economic integration in East Asia. As the biggest free trade area, RCEP will inject new vitality into global economy and drive rapid economic recovery in the world.
In order to facilitate the early entry into RCEP and meet the expectation of the business sector of the member states for RCEP, Chambers/Associations of Commerce of RCEP members announce the Nanning Initiative on Jointly Facilitating the Early Entry into RCEP, and reach an agreement as following:
1. We support RCEP members to complete their domestic approval procedure as soon as possible to promote the early entry into RCEP agreement, so as to effectively respond to the severe impact of the pandemic on the world economy, and advance regional economic prosperity and stability.
2. We support RCEP member states to actively honor the commitments of tariff reduction and opening up, improve investment and trade facilitation and liberalization, increase the trade volume in the region, integrate the quality resources within the RCEP member states, expand the trade and investment opportunities, and jointly develop the industrial, supply and value chains in the region.
3. We suggest RCEP member states enhance the trade and investment promotion by organizing related trade and investment promotion activities, and help enterprises establish a platform for cooperation and exchange events such as China-ASEAN Expo and so on. It is also advised to promote the launch of information and service platform for small and medium-sized enterprises, strengthen the authoritative interpretation, public promotion and training on RCEP rules, leverage all kinds of media resources in all member states to release the RCEP guideline, help enterprises make full and good use of the provision of the rule of origin, so that more opportunities related to the application of RCEP rules and better service will be available for enterprises, and the preferential terms of the RCEP agreement can benefit the enterprises within the region more quickly and effectively.
4. We expect all RCEP member states to harmonize the RCEP economic rules by accelerating respective domestic reforms, create a level-playing field and a non-discriminatory business environment in such areas as intellectual property right, competition policy, government procurement and e-commerce, so as to make contribution to the East Asian economic integration.
5. We call on all RCEP member states to enhance economic and technological cooperation, integrate into the global economic and industrial system by making better use of the RCEP agreement, and work together to promote green, low-carbon and sustainable development, contributing to the achievement of the United Nations 2030 Sustainable Development Goals.
